六部門關于加快培育發展制造業優質企業的指導意見

制(zhi)造(zao)業(ye)(ye)(ye)(ye)優質(zhi)企(qi)業(ye)(ye)(ye)(ye)聚焦實(shi)業(ye)(ye)(ye)(ye)、做精主(zhu)(zhu)業(ye)(ye)(ye)(ye),創(chuang)新(xin)能(neng)力(li)強(qiang)、質(zhi)量效益高(gao)、產(chan)(chan)業(ye)(ye)(ye)(ye)帶動作(zuo)用大(da),在(zai)制(zhi)造(zao)強(qiang)國建(jian)設中發揮領頭雁、排頭兵作(zuo)用。加(jia)快(kuai)培育發展制(zhi)造(zao)業(ye)(ye)(ye)(ye)優質(zhi)企(qi)業(ye)(ye)(ye)(ye),是激發市場(chang)主(zhu)(zhu)體活力(li)、推(tui)動制(zhi)造(zao)業(ye)(ye)(ye)(ye)高(gao)質(zhi)量發展的必(bi)然要(yao)求,是防范(fan)化解(jie)風險隱患、提升產(chan)(chan)業(ye)(ye)(ye)(ye)鏈供應鏈自主(zhu)(zhu)可(ke)控能(neng)力(li)的迫切(qie)需要(yao)。為貫徹落實(shi)黨中央、國務院決(jue)策部署,加(jia)快(kuai)培育發展以專(zhuan)精特新(xin)“小巨人(ren)”企(qi)業(ye)(ye)(ye)(ye)、制(zhi)造(zao)業(ye)(ye)(ye)(ye)單項冠軍(jun)企(qi)業(ye)(ye)(ye)(ye)、產(chan)(chan)業(ye)(ye)(ye)(ye)鏈領航企(qi)業(ye)(ye)(ye)(ye)(以下簡稱“小巨人(ren)”企(qi)業(ye)(ye)(ye)(ye)、單項冠軍(jun)企(qi)業(ye)(ye)(ye)(ye)、領航企(qi)業(ye)(ye)(ye)(ye))為代表的優質(zhi)企(qi)業(ye)(ye)(ye)(ye),現提出以下意見。
一(yi)、準(zhun)確把握培(pei)育發展優(you)(you)質(zhi)企(qi)業(ye)(ye)(ye)的(de)總體要(yao)求。以(yi)習近平新(xin)時代中國特色社會主(zhu)義思想為指導,全(quan)面貫(guan)徹(che)黨的(de)十九大和十九屆(jie)二中、三中、四中、五中全(quan)會精神(shen),立(li)足新(xin)發展階(jie)段,貫(guan)徹(che)新(xin)發展理念,構建新(xin)發展格(ge)局(ju),以(yi)推動(dong)企(qi)業(ye)(ye)(ye)高質(zhi)量發展為主(zhu)題(ti),堅持系統(tong)(tong)觀念,統(tong)(tong)籌(chou)發展和安全(quan),健(jian)全(quan)體系、完善政策、優(you)(you)化(hua)服(fu)務,著力(li)(li)增(zeng)強自主(zhu)創新(xin)能力(li)(li),著力(li)(li)發揮引領(ling)帶(dai)動(dong)作(zuo)用,推動(dong)優(you)(you)質(zhi)企(qi)業(ye)(ye)(ye)持續做強做優(you)(you)做大,促進提升產(chan)業(ye)(ye)(ye)鏈(lian)供應鏈(lian)現代化(hua)水(shui)平,推進制造(zao)強國建設不斷邁上(shang)新(xin)臺(tai)階(jie)。
二、構(gou)建優質企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)梯度(du)培(pei)(pei)育格(ge)局。分(fen)類(lei)制定完善遴選(xuan)標準(zhun),選(xuan)樹“小(xiao)巨(ju)人”企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)、單項(xiang)冠軍企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)、領航企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)標桿。健全(quan)梯度(du)培(pei)(pei)育工作機制,引(yin)導(dao)“專精特(te)新(xin)”中(zhong)小(xiao)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)成(cheng)長為國(guo)(guo)內市場**的(de)(de)“小(xiao)巨(ju)人”企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye),聚焦重點行業(ye)(ye)(ye)和(he)領域引(yin)導(dao)“小(xiao)巨(ju)人”等(deng)各類(lei)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)成(cheng)長為國(guo)(guo)際(ji)市場**的(de)(de)單項(xiang)冠軍企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye),引(yin)導(dao)大企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)團(tuan)發展(zhan)成(cheng)為具有生態主導(dao)力、國(guo)(guo)際(ji)競爭(zheng)力的(de)(de)領航企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。力爭(zheng)到(dao)2025年,梯度(du)培(pei)(pei)育格(ge)局基本(ben)成(cheng)型(xing),發展(zhan)形(xing)成(cheng)萬(wan)家“小(xiao)巨(ju)人”企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)、千家單項(xiang)冠軍企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)和(he)一(yi)大批領航企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)。(工業(ye)(ye)(ye)和(he)信息化部、國(guo)(guo)務院國(guo)(guo)資委按照(zhao)職責(ze)分(fen)工負責(ze))
三、提高優質企(qi)業(ye)自主創(chuang)新(xin)能力。支持參與(yu)(yu)制造業(ye)創(chuang)新(xin)中(zhong)心(xin)、國家(jia)工(gong)(gong)程技(ji)(ji)術研(yan)究中(zhong)心(xin)等創(chuang)新(xin)平臺(tai)(tai)建(jian)設,承擔國家(jia)重(zhong)(zhong)大(da)科(ke)技(ji)(ji)項目、重(zhong)(zhong)大(da)技(ji)(ji)術裝備創(chuang)新(xin)發展工(gong)(gong)程。引導(dao)參與(yu)(yu)信(xin)(xin)息(xi)技(ji)(ji)術應(ying)用(yong)創(chuang)新(xin)重(zhong)(zhong)大(da)工(gong)(gong)程,推(tui)廣經驗成果。推(tui)動(dong)產業(ye)數字化發展,大(da)力推(tui)動(dong)自主可(ke)控工(gong)(gong)業(ye)軟件推(tui)廣應(ying)用(yong),提高企(qi)業(ye)軟件化水平。依托優質企(qi)業(ye)組建(jian)創(chuang)新(xin)聯合體或技(ji)(ji)術創(chuang)新(xin)戰略聯盟,開展協同創(chuang)新(xin),加大(da)基礎(chu)(chu)零部件、基礎(chu)(chu)電(dian)子元器件、基礎(chu)(chu)軟件、基礎(chu)(chu)材料、基礎(chu)(chu)工(gong)(gong)藝、高端(duan)儀(yi)器設備、集成電(dian)路、網(wang)絡安全等領域關鍵核(he)心(xin)技(ji)(ji)術、產品(pin)、裝備攻關和(he)示范應(ying)用(yong)。推(tui)動(dong)國家(jia)重(zhong)(zhong)大(da)科(ke)研(yan)基礎(chu)(chu)設施(shi)和(he)大(da)型科(ke)研(yan)儀(yi)器向優質企(qi)業(ye)開放,建(jian)設生產應(ying)用(yong)示范平臺(tai)(tai)和(he)產業(ye)技(ji)(ji)術基礎(chu)(chu)公共(gong)服務(wu)平臺(tai)(tai)。(科(ke)技(ji)(ji)部、工(gong)(gong)業(ye)和(he)信(xin)(xin)息(xi)化部、國務(wu)院國資委按照職(zhi)責分工(gong)(gong)負責)
四(si)、促進提升(sheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈供(gong)(gong)應(ying)(ying)鏈現代化水(shui)平。充分發揮優(you)質(zhi)企業(ye)(ye)(ye)(ye)(ye)在增強(qiang)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈供(gong)(gong)應(ying)(ying)鏈自主(zhu)可控能力中(zhong)的(de)中(zhong)堅作用,組(zu)織參與制造(zao)業(ye)(ye)(ye)(ye)(ye)強(qiang)鏈補(bu)鏈行動,做強(qiang)長板優(you)勢,補(bu)齊短板弱(ruo)項,打(da)造(zao)新興產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈條(tiao),提升(sheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈供(gong)(gong)應(ying)(ying)鏈穩(wen)定性(xing)(xing)和(he)競爭力。組(zu)織領航企業(ye)(ye)(ye)(ye)(ye)開展(zhan)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈供(gong)(gong)應(ying)(ying)鏈梳理,鼓(gu)勵通過(guo)兼并重組(zu)、資本(ben)運作、戰(zhan)略合作等方式整合產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)資源,提升(sheng)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈競爭力和(he)抗風險能力。支持參與全國(guo)(guo)供(gong)(gong)應(ying)(ying)鏈創新與應(ying)(ying)用示(shi)范(fan)創建,培育一批制造(zao)業(ye)(ye)(ye)(ye)(ye)現代供(gong)(gong)應(ying)(ying)鏈示(shi)范(fan)企業(ye)(ye)(ye)(ye)(ye)。推動優(you)質(zhi)企業(ye)(ye)(ye)(ye)(ye)中(zhong)的(de)國(guo)(guo)有資本(ben)向關系國(guo)(guo)家安全、國(guo)(guo)民經(jing)濟命脈的(de)重要行業(ye)(ye)(ye)(ye)(ye)領域集中(zhong),加快在關鍵(jian)環(huan)節和(he)中(zhong)高端領域布局(ju)。鼓(gu)勵增強(qiang)根植(zhi)性(xing)(xing),引導有意愿的(de)單(dan)項冠軍企業(ye)(ye)(ye)(ye)(ye)、領航企業(ye)(ye)(ye)(ye)(ye)帶動關聯產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)向中(zhong)西部和(he)東北(bei)地(di)區有序轉移(yi),促進區域協同發展(zhan)。(工業(ye)(ye)(ye)(ye)(ye)和(he)信息化部、財(cai)政部、商務(wu)部、國(guo)(guo)務(wu)院國(guo)(guo)資委、證監會按照職責分工負(fu)責)
五、引導(dao)優(you)質(zhi)企業(ye)(ye)高端化(hua)(hua)智能化(hua)(hua)綠(lv)色化(hua)(hua)發展。對標(biao)世界一(yi)流企業(ye)(ye),加(jia)快推進新一(yi)代信(xin)(xin)息(xi)技(ji)術(shu)(shu)和制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)融合發展,加(jia)大技(ji)術(shu)(shu)改(gai)造(zao)(zao)力(li)度(du),加(jia)強質(zhi)量(liang)品牌建(jian)設,參與國際技(ji)術(shu)(shu)規(gui)范、標(biao)準制(zhi)(zhi)(zhi)定,提高中(zhong)高端供給能力(li)。實(shi)施(shi)智能制(zhi)(zhi)(zhi)造(zao)(zao)工(gong)程、制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)行動(dong)(dong)和5G應用創新行動(dong)(dong),組織(zhi)實(shi)施(shi)國有企業(ye)(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)行動(dong)(dong)計劃,打(da)造(zao)(zao)一(yi)批制(zhi)(zhi)(zhi)造(zao)(zao)業(ye)(ye)數(shu)字(zi)化(hua)(hua)轉(zhuan)型(xing)標(biao)桿企業(ye)(ye),培育(yu)一(yi)批綜(zong)合性強、帶(dai)動(dong)(dong)面廣的示(shi)范場景,建(jian)設和推廣工(gong)業(ye)(ye)互聯網平臺(tai),開展百萬(wan)工(gong)業(ye)(ye)APP培育(yu)行動(dong)(dong),實(shi)施(shi)網絡安(an)全分類分級管理,積極發展服務(wu)型(xing)制(zhi)(zhi)(zhi)造(zao)(zao)新模式新業(ye)(ye)態。支持參與實(shi)施(shi)工(gong)業(ye)(ye)低碳(tan)(tan)行動(dong)(dong)和綠(lv)色制(zhi)(zhi)(zhi)造(zao)(zao)工(gong)程,在落(luo)實(shi)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)和目(mu)標(biao)中(zhong)發揮(hui)示(shi)范引領(ling)作用。(工(gong)業(ye)(ye)和信(xin)(xin)息(xi)化(hua)(hua)部、國務(wu)院國資(zi)委(wei)按(an)照職責分工(gong)負責)
六、打造大中(zhong)小(xiao)企業(ye)(ye)(ye)融通(tong)發(fa)(fa)展生態(tai)。建設大中(zhong)小(xiao)企業(ye)(ye)(ye)融通(tong)發(fa)(fa)展平臺載體,支持(chi)領(ling)航企業(ye)(ye)(ye)整合產業(ye)(ye)(ye)鏈(lian)資源,聯合中(zhong)小(xiao)企業(ye)(ye)(ye)建設先進制造業(ye)(ye)(ye)集(ji)群(qun)(qun)、戰略性新(xin)(xin)興(xing)產業(ye)(ye)(ye)集(ji)群(qun)(qun)、創(chuang)新(xin)(xin)型產業(ye)(ye)(ye)集(ji)群(qun)(qun)等。鼓勵領(ling)航企業(ye)(ye)(ye)對上下(xia)游企業(ye)(ye)(ye)開放資源,開展供(gong)應(ying)鏈(lian)配(pei)套(tao)對接,與(yu)中(zhong)小(xiao)企業(ye)(ye)(ye)建立穩(wen)定合作關系,構(gou)建創(chuang)新(xin)(xin)協(xie)同、產能共享、供(gong)應(ying)鏈(lian)互通(tong)的(de)新(xin)(xin)型產業(ye)(ye)(ye)發(fa)(fa)展生態(tai)。(工業(ye)(ye)(ye)和信息化部、國務院國資委按照(zhao)職責分工負責)
七、促(cu)進優質企(qi)業(ye)(ye)(ye)加強(qiang)管理(li)創(chuang)新和(he)(he)(he)文化(hua)建(jian)設。實施企(qi)業(ye)(ye)(ye)管理(li)提升專(zhuan)項行動(dong),鼓(gu)勵(li)推動(dong)組織管理(li)變革,加強(qiang)全面質量管理(li)、強(qiang)化(hua)資源集約管理(li)和(he)(he)(he)配置、做好風(feng)險防(fang)控,創(chuang)新生產經營模(mo)式,提升全要素生產率。弘揚企(qi)業(ye)(ye)(ye)家精神和(he)(he)(he)工匠(jiang)精神,加強(qiang)企(qi)業(ye)(ye)(ye)誠信(xin)建(jian)設。加大企(qi)業(ye)(ye)(ye)社會(hui)責任建(jian)設力(li)度(du),增強(qiang)風(feng)險防(fang)范和(he)(he)(he)價值(zhi)創(chuang)造能力(li)。引導企(qi)業(ye)(ye)(ye)重(zhong)視(shi)企(qi)業(ye)(ye)(ye)文化(hua)建(jian)設,提高(gao)企(qi)業(ye)(ye)(ye)員工凝聚力(li)、創(chuang)造力(li)和(he)(he)(he)社會(hui)認同感。(工業(ye)(ye)(ye)和(he)(he)(he)信(xin)息化(hua)部(bu)、國務(wu)院國資委(wei)按照職(zhi)責分工負責)
八、提升優質企(qi)(qi)業(ye)開放合(he)(he)作水平(ping)。鼓勵(li)領航企(qi)(qi)業(ye)、單(dan)項冠軍企(qi)(qi)業(ye)積極在全(quan)球(qiu)布局研發(fa)設(she)計中心,優化生(sheng)產網絡和(he)供(gong)應鏈(lian)體系,有效對接和(he)利用(yong)全(quan)球(qiu)資(zi)源。以共(gong)建(jian)“一(yi)帶一(yi)路(lu)”為重點,構建(jian)區(qu)域產業(ye)鏈(lian)共(gong)同體,更(geng)(geng)好(hao)融入(ru)全(quan)球(qiu)產業(ye)鏈(lian)供(gong)應鏈(lian)。支(zhi)持企(qi)(qi)業(ye)實施“抱團(tuan)出海”行(xing)動,牽(qian)頭建(jian)設(she)境(jing)外經(jing)貿合(he)(he)作區(qu)。鼓勵(li)地方(fang)有序建(jian)設(she)中外合(he)(he)作園區(qu),吸引更(geng)(geng)多的全(quan)球(qiu)高(gao)端(duan)要(yao)素、高(gao)端(duan)制造能力,支(zhi)撐(cheng)促進企(qi)(qi)業(ye)發(fa)展。(商(shang)務部(bu)、工(gong)業(ye)和(he)信(xin)息化部(bu)、科(ke)技部(bu)、國(guo)務院(yuan)國(guo)資(zi)委按照職責分工(gong)負責)
九、完善金融(rong)財政和人(ren)才政策措(cuo)施(shi)。發(fa)揮(hui)各(ge)(ge)類政府(fu)引(yin)導(dao)基金作用(yong)(yong)(yong),鼓(gu)勵社會資(zi)本(ben)出資(zi)組(zu)建優質(zhi)(zhi)企(qi)業培育基金。加(jia)強企(qi)業融(rong)資(zi)能(neng)力建設和上市(shi)培育,支(zhi)持符合(he)(he)條件的(de)優質(zhi)(zhi)企(qi)業在資(zi)本(ben)市(shi)場上市(shi)融(rong)資(zi)和發(fa)行債(zhai)券。發(fa)揮(hui)國(guo)家產(chan)融(rong)合(he)(he)作平臺作用(yong)(yong)(yong),整合(he)(he)企(qi)業信用(yong)(yong)(yong)信息(xi),支(zhi)持投貸聯(lian)動、投投聯(lian)動,引(yin)導(dao)金融(rong)機構為優質(zhi)(zhi)企(qi)業提供精準、有效(xiao)的(de)金融(rong)支(zhi)持。用(yong)(yong)(yong)好(hao)現有資(zi)金渠道,支(zhi)持“專精特新”中小(xiao)企(qi)業高質(zhi)(zhi)量發(fa)展。支(zhi)持引(yin)進高端人(ren)才,聯(lian)合(he)(he)高等院(yuan)校、科研機構建設先(xian)進制(zhi)造業實訓(xun)基地。持續加(jia)強企(qi)業經營管理人(ren)才培訓(xun),實施(shi)工(gong)業和信息(xi)化職業技(ji)能(neng)提升行動計劃。鼓(gu)勵各(ge)(ge)地研究制(zhi)定符合(he)(he)國(guo)際通行規則的(de)支(zhi)持政策措(cuo)施(shi)。(財政部、證(zheng)監會、工(gong)業和信息(xi)化部、國(guo)務院(yuan)國(guo)資(zi)委按照職責分工(gong)負(fu)責)
十、加強對優(you)質(zhi)企(qi)業(ye)(ye)(ye)(ye)的(de)精準(zhun)服務(wu)。分級構建優(you)質(zhi)企(qi)業(ye)(ye)(ye)(ye)培(pei)育(yu)庫,建立“企(qi)業(ye)(ye)(ye)(ye)直通(tong)車”制(zhi)度,及時掌(zhang)握(wo)企(qi)業(ye)(ye)(ye)(ye)訴求(qiu),指(zhi)導用好惠企(qi)政策,協(xie)調(diao)解決土地(di)、用工(gong)、用能(neng)等(deng)問題。組織(zhi)行(xing)業(ye)(ye)(ye)(ye)協(xie)會、商會等(deng)梳理企(qi)業(ye)(ye)(ye)(ye)需求(qiu),提供信(xin)息(xi)咨詢(xun)、產品推(tui)廣、人才(cai)培(pei)訓、知(zhi)識產權等(deng)專業(ye)(ye)(ye)(ye)化服務(wu)。加大(da)宣(xuan)傳力度,編制(zhi)發布企(qi)業(ye)(ye)(ye)(ye)案例集,推(tui)廣地(di)方典型經(jing)驗,開展經(jing)驗交流,組織(zhi)“萬家(jia)優(you)質(zhi)企(qi)業(ye)(ye)(ye)(ye)行(xing)”活動,打(da)造“優(you)質(zhi)企(qi)業(ye)(ye)(ye)(ye)”名片。(工(gong)業(ye)(ye)(ye)(ye)和(he)信(xin)息(xi)化部牽頭、相關部門按照職責分工(gong)負責、有(you)關行(xing)業(ye)(ye)(ye)(ye)協(xie)會配合相關工(gong)作(zuo))
各地工(gong)(gong)業和(he)信息化主管部門(men)要會同相關部門(men)建(jian)立(li)健全橫向協(xie)同、上下聯動的培育發(fa)展工(gong)(gong)作體(ti)系和(he)常(chang)態化工(gong)(gong)作推進機(ji)制(zhi),加強與各類(lei)規劃銜接(jie),結合實際制(zhi)定政策(ce)措施,形成工(gong)(gong)作合力,抓(zhua)好工(gong)(gong)作落實。
